Today in a number of European countries including Russia we may observe a low birth rate and negative demographic prognoses. These phenomena are observed mainly among the natives of these countries. On the other hand migration flows from the countries with high birth rate and feeble economies are growing gradually.

As a result of these processes the genofond of different nations is gradually renewed and new aspects of geopolitics are forming, not so visible by the external manifestations but important from the point of view of its consequences. We can do nothing with it yet for these countries do lack labour force and they have to invite, to employ guest workers and to create living and working facilities for them but all the rest doesn’t play into the hand of the natives and the following generations. Fundamentally new and very difficult problems appear and – that is more important – more or less considerable strategic risks of disappearance of several nations in the 21 century come up.

In view of that we inform you that the Chamber of Commerce and Industry of the Russian Federation and Russian State Social University dispose of exclusive rights on the use of collective intellectual property – a new doctrine of social development and a packet of technologies the use of which aimed at the native population of a country will allow:

• to incorporate national programs on improvement of quality of life and state of health of different profiles into one long-term special-purpose program and thus to make all the social development targeted, task-oriented, active and controllable;
• to get the native population out of an unfavourable economic and demographic conditions for the near 20-25 tears by doubling the active life period and the quantity of those capable to work and of reproductive age;
• to embrace a number of social, juridical, ecological and economic problems and issues that have not yet been included in the sphere of social politics, but are of great importance for the survival of the native population, the prestige and the development, while forming a unique program;
• to accelerate noticeably the resolving of social problems, to increase the efficiency of the application of finances allocated and the targeting of their usage;
• to actualize to the full extent the local authorities potential through involving a considerable part of the native population;
• to take advantage of the intellectuals and young generation, first of all students and social high school graduates in the process of elaboration and implementation of a long-term program of social and economic development;

The pattern of the National standard of quality of life and health status and brief characteristics of methods of its implementation are presented in the report. Among them – a fundamentally new concept of a highly-efficient system of protection and maintenance of health of the native population represented as a Holding and a service of insurance of health quality and lifetime of the members of Tribal families that make up native population. The Tribal family is viewed as a cellular of a nation and the main subject of its socio-economic and biological welfare.
